Adrian Scarrott £350K Secret Pay-Off Claim!

Before I start on the meat of this post may I apologise for my lack of activity recently but I have been a little unwell. I know that some good folk have tried to contact me and if I have not yet responded please do try again.

May I also wish all readers, apart from the cheating scum who are pissing on Sandwell, a very Happy New Year!

Regular readers will know that during the corrupt Cooper era the head of the bent paid-service at "Sadwell" Council, Jan Britton, arranged a whole series of huge pay-outs of OUR money to various people who left to buy their silence. They were given loads of moolah and made to sign confidentiality agreements to make sure that they never blabbed about what really went on under the Cooper/Britton regime. Jan Britton then used the "personal exemption" provisions of the Freedom of Information Act to refuse to tell us who had received OUR money and how much!!!!


Of course, West Midlands Police could have investigated this sorry business when they were called-in as these secret deals do not override the criminal law but at least one corrupt senior police officer made sure the fraud investigation was a dead duck from day one. A number of departed and remaining employees - including Britton himself - should have, at the very least, been taken to a police station and interviewed formally under caution as to how so many corrupt deals went through without them noticing. But they were not....(yet).

Here is a letter I received on the subject of Britton's secret payments from Sajid Javid MP. He is not only my MP but, of course, now the Secretary of State for Communities and Local Government and one would like to think he would be anxious to put a stop to this sort of activity......

The letter is sensible for once (regular readers will recall that Javid fobbed me off in respect of concerns I had about the Public deal without bothering to mention a massive conflict of interest in that his own top cop brother was DIRECTLY involved in the bent transaction. I should add again that there is no evidence that Basit Javid himself acted corruptly although, unfortunately, he has not seen fit to explain why he nodded the multi-million contract through without it going to tender etc etc. We simply don't know what he had been told and whether he himself had been misinformed by persons unknown about what was really going on. Alternatively, it is at least possible that he was too thick or lazy to try to understand the true nature of the "deal". He seems to have also been happy to act with his fellow College Board members to keep the nature of the deal secret and, worse, to fail to comment when the likes of the late Smethwick Scumbag and the Wolverhampton C*ck-Suckers - aka the Express and Star - were disseminating obvious falsehoods eg the lie that the College is paying rent).

You will see that Mr Javid refers to guidance notes. There are more than one set. But the March 2015 notes specifically say severance agreements should not be used by local councils "to cover up examples of individual or organisational failure or to avoid taking appropriate performance or disciplinary action." Nor should they be used "to terminate a contract of an individual to prevent them from speaking out about wrong-doing in authorities." Clearly this guidance appears to have been completely ignored by Cooper and Britton.

The guidance notes say that severance agreements should only be used in limited circumstances and not as a matter of course - which is what Britton has apparently been doing.

Labour have been desperate to keep these massive payments secret - whilst blaming the Tories for all "the cuts" - but the guidance states: "Authorities are reminded that such [severance] payments cannot be protected from disclosure by the use of confidentiality agreements". Clearly Leader Steve Eling needs to bring the useless Britton to heel over all this......

In February 2016 a reminder note went further and stated that confidentiality clauses should "only be used in exceptional circumstances" and "any proposal to keep a special payment confidential must be justified especially carefully since confidentiality would appear to mask underhand dealings". Well quite!!!! Also financial reporting and Freedom of Information legislation must be complied with says the note but it seems that, like other rules, this does not apply to Labour Sandwell.

So what of the sheep ie the "socialist" comrades who sat on their hands whilst Cooper and Britton ran wild? Guidance notes from way back in 2013 stated there was a case for even greater accountability than the new measures suggested at the time (and seemingly routinely ignored by Jan Britton). The guidance notes stated "authorities [ie councils like Sadders] should, therefore, offer FULL COUNCIL the opportunity to vote before large severance payments beyond [£100,000] are approved for staff leaving the organisation. In presenting the information to full council, authorities should set out clearly the components of severance packages. The components may include salary paid in lieu, redundancy compensation, pension entitlements, holiday payments and any bonuses, fees or allowances paid." So where were all the votes from the cowardly comrades? Why have they simply let huge sums of public money disappear to the grossly undeserving without scrutiny????? Come on some of the less cowardly ones - explain yourselves? Bob Piper - you are the (relatively) sensible end of the market - why were these deals forced through with no public comment? Davies - your gob seems perpetually open of late so let's hear from you on this? Were you just all scared comrades of the vicious thug who used to "lead" you? What info did "Jan" give YOU about these huge sums?

Adrian Scarrott was a senior director at SMBC fingered in the useless "Wragge Report" but, more importantly, a close friend and associate of Sandwell's favourite amnesiac, Cllr Mahboob Hussain. Whilst he may or may not been guilty of any criminal activity he was at the heart of the decision-making process when an awful lot of sh*t was going down. Like Britton, Neeraj Sharma, Melanie Dudley, Nick Bubalo and a number of others, Scarrott should have been invited to attend a police station for formal interview under caution and appropriate action considered by WMP if he refused (although he is alleged to have been shagging a senior WMP officer so that might have helped.....)

The Police did nothing but, nevertheless, he was booted out in Steve Eling's campaign to clean up the stinking mess Cooper and Britton created or allowed to exist but it seems old habits die hard down The Kremlin. A (known) individual was in the Wetherspoons pub in Oldbury the other night telling anyone who would listen that Scarrott had received a total pay-out to ease him out of just £350,000! 

If true, that is totally outrageous - Steve Eling, we need to be told.......
